By orders of Dienst Vastgoed Defensie Directie Noord, two barrack terrains have been merged into one to house the Landelijke Opleidings- en Kenniscentrum of the Koninklijke Marechaussee (LOKKMar). The plan area is located on the edge of Apeldoorn adjoining the Veluwe and consists of an urban and a landscape part. In the urban part, the urban atmosphere is dominant while in the landscape part the buildings are subordinate to the landscape. For the construction, a quality team was composed including Freek Loos as representative of spatial design, a representative of the head government architect, a representative of the municipality of Apeldoorn and a representative of the Dienst Vastgoed Defensie. The designs are drafted by the architects of the DVD. The quality team guides the construction of the plans and advises the planning authority. The active guidance proved to be an excellent tool for containing a good level of quality. The number of guiding moments per sub plan depends on the complexity of the assignment and the quality of the plans that were submitted. The quality team reviewed the restoration of the KWIII barracks, the newly built underground shooting range, a sports hall which is partially embedded in the landscape and a two story parking facility which is also partially embedded in the landscape.
